Sheffield City Trust - Former observer on Board of Trustees

Sheffield City Trust is a charity set up by Sheffield City Council. Since 1988 it has owned of most of Sheffield's major sports and leisure venues, including Don Valley Stadium, Sheffield City Hall. It is governed by a board of trustees, half of whom are nominated by Sheffield MPs, the other half by the Sheffield Chamber of Commerce and Industry.

As Chief Exec of both SCT and SIV, Brailey is ultimately responsible for the operation of most of Sheffield's major leisure venues, and for reporting to the council on the running of those venues. In his report to Council on the running of Sheftival, he said SIV had become "lax" in obtaining board approval for high risk ventures.

Sheffield International Venues is a wholly owned subsidiary of Sheffield City Trust. It was set up to manage the venues owned by the Trust, for which they are paid a subsidy by Sheffield City Council. The council want to close two of the venues run by SIV, Don Valley Stadium and Stocksbridge Leisure Centre which would reduce the subsidy by £1.1m.
In Summer 2012, SIV launched Sheftival - a sports and music festival to tie in with the olympics. The event was not a success, and while initially the cost of the event was thought to be £10-20,000, it later emerged that the total cost had been £180,000. This year, SIV successfully bid for the management contracts of a number of venues outside Sheffield, including Scarborough Spa

4SLC is the community group set up to oppose the closure of Stocksbridge Leisure Centre, either by securing ongoing funding from the council or by relaunching the centre as a community enterprise.
They have been in discussions about taking over the centre, but have criticised SIV and Sheffield City Council for failing to provide them with full financial and survey documents so they could put together a viable business plan.

Cllr Bowler is the cabinet member ultimately responsible for the decision to withdraw the subsidy for Don Valley Stadium and Stocksbridge Leisure Centre.

Cabinet adviser for Culture, Sport and Leisure
Councillor for East Ecclesfield
Cllr Wilson advises the cabinet on decisions regarding Sport and Leisure facilities. He is also a parliamentary aide to Angela Smith MP, to whom he is married. This caused some debate as to whether his duties in advising the council on the closure of Stocksbridge Leisure Centre conflict with his duties as aide to Smith, who publicly opposes the closure.

I believe we need to work together as a community to make sure that this pool remains open until the new pool for the north is built. It would be wrong to leave people in the north of the city without adequate leisure provision which would be case if this pool closes.”
